The Creation of Online Bibliographies is Problematic:

• Documents on the World Wide Web are inherently unstable
• Documents on theWorld Wide Web are not universally available to all users
• No universal way exists to access documents on the World Wide Web

Recommendations:

• Avoid technical issues: Give clear citations and annotated directions on accessing documents
• Give multiple mechanisms for accessing documents when they are available
• Consider invoking "fair use" and mounting documents on a protected web site
