1. Were state educational standards reforms necessary for No Child Left Behind? Were they sufficient?

2. Is No Child Left Behind worth keeping, or should it be allowed to expire? If is is worth keeping, how should it be reformed? How should Federal policy be designed to increase high school graduation rates, if at all?

3. Should Missouri provide vouchers for parents and allow them to choose to send children to private schools?
