1. Were the states' health policy
initiatives and use of waivers, especially the innovations in Massachusetts,
indispensible for making the 2010 Federal health care bill politically possible?
2. Is access to health care a right that should be guaranteed by the Federal
government, regardless of cost? If so, should the states continue to
administer health care policy? Use the evidence from the readings
3. Do Florida and other states who object to the 2010 Federal
