1. Describe the 12 characteristics what Walker calls "the New System" in his introduction.  Is the impact of liberal nationalism in the 1960s and 1970s impossible to reverse?

2. Describe the use of specialists and generalists in the Johnson and Nixon administrations. What are "picket-fence" and "bamboo fence" federalism?  What makes this distinction politially important?  Do we rely too much on specialist experts - or not enough?  Give both sides.
